SIC/CIC members through their employee are taking bribe to deny information . 
This bribe money is paid through employee of Public Authority/PIO. 
This can be verified from records of SIC/CIC (as stated in Kerala that RTI 
which expose corruption are deliberately denied). One Famous example of 
treatment given by ANT of CIC to RTI applicant who had expose PMO donation 
fraud.In the last CIC Appeal Order , reverse at the last moment just before 
loading at CIC website , which stated that Public servant are not entitled for 
RTI.
CIC / SIC calling certain RTI applicant -misusing of RTI to hide their misdeeds 
of getting favour from corrupt officers / criminals.

 Take specifically one case in the court room of IC(OK) of Mr.Faqir

 is meant for genuine information seekers to fulfil the objectives 
 set out in the preamble of the Act and not to settle scores either
 with other individuals or with the Department where the Applicant 
 has worked earlier. The Applicant, on being told this, apologized 
 and promised that he would not do so in future.
 
 Despite it,commission considered same fresh second appeals on the 
 same matter of scooter loan which was disposed in cic.gov.in/CIC-
 Orders/Decision_15122006_5.pdf
