There is a larger issue in all this:-

"Should grass root officials be appointed as PIOs?"

This to me appears a clear case of helpful but not sufficiently
updated PIO. It would be better if Applicant and PIO could meet each
other in non-adverserial mode and resolve their mutual confusions. PIO
is probably relying upon old (repealed) Maharashtra RTI Act and Rs.5
per page fees.

Where the PIO is informed about this and still does not correct
himself, send a REGD/AD or SpeedPost to him. Thereafter follow it up
with a Section 18 Complaint to SIC "required to pay unreasonable fees"
(not section 19 Appeal). The only problem is that in Maharashtra the
SIC backlog is 2 years.
