Dear Sh.Bhushan Kumar, In my opinion,you should at least file RTI application to PIO/SIC seeking for relevant ruling of RTI act for not imposing any penality despite respondent not appearing in the hearing despite not giving any reply for more than six months.
On the basis of false reply of commission in first & second appeal in this matter,writ petition should be filed in the highcourt.
