Dear Manoj

1) Imposition of Penalty for not appearing at SIC hearing is
sanctioned by RTI Act.

2)Imposition of Penalty for not giving any reply for more than 6
months will not stand either when the Appellant himself failed to turn
up for his hearing. In any case when no reply is received from PIO -
the proper course of action is to file a Complaint u/s 18 for "deemed
refusal".
