Office of District and Sessions Judge (Punjab State) falls under State
Information Commission. At this level, they are administratively part
of the Law Dept (Ministry) of the State, and ALSO covered by High
Court Rules of the concerned High Court.

High Courts fall "under" no Commission. Being "Constitutional
Authorities", they are defined as  "competent authority" for purposes
of RTI ACT. Although it is open to citizens to file a 2nd appeal
against order of FAA of these bodies, the High Courts are within their
powers to decline to appear before the Commissions. Please read
sections 27 and 28 in this context.
