Dear Friends, Hello. I want to seek some information under RTI from Department of Telephone. Accordingly I filed an Application with GM, BSNL,Amritsar under RTI alongwith Postal order of Rs.10/-. Since any one is not aware that in whose favor requisite fee is to be paid, as such I send Postal order without mentioning any name in the column "To Pay" of the postal order. I was on the opionion that the concerned officer would fill the name of the drawer and will encash the postal order.
The department was so prompt in their efficency that instead of filling the name on the postal order, the concerned APIO of BSNL returned me the postal order with his letter that i should mention/write "The Account Officer (Cash) BSNL" on the postal order and resubmit the same so that further action on my application be taken by them. Now see the department have wasted time,stationery and postal charges on writing a letter to me. It would be appreciated,if they have written the name on the postal order themselve instead of intimating me. Please intimate, whether BSNL was justified, in returning my postal order. Cannot the department themselve fill the Postal order, as in most of the case a common man doesnot know the name and designation of the officer to be mentioned on postal order. Is there any instruction from Govt in the matter or any case law ? How can a common lay man know the name to be mentioned on postal order while making an application to any authority under RTI ?
