Its true that I have not seen the circular.

I had filed an application to seek information under Second Schedule 
from IB on 25th July 2008 with CIC, since I did not knew who is the 
right CPIO and AA in that case. Nor there is any exclusive website of 
IB. So I had asked who is CPIO and AA for IB from CIC and in absence 
of authentic information for CPIO and AA in IB, I had filed with CIC 
asking them to transfer to IB.

CPIO of CIC provided information about CPIO and AA with IB on 20th 
August 2008 but did not transfer my application under section 6(3) 
citing reasons of DoP&T circular as per verbal communication. I was 
asked to file application for information all over again to IB as per 
my telephonic communication with office of CPIO, CIC.
