Dear Shonee, Your remedy lies in a "complaint u/s 18" to the CIC setting out these facts. I can recall one of my early decisions at the CIC where the CIC came down heavily on a PIO who had agreed to give information then reneged - "there was a positive inference that the information was already given or liable to to be provided to the applicant". It is another matter that after 3 years I have still not got the information due to corruption in the very highest levels of the CIC.
