Your First Appeal could be time barred. You have 65 days to
file a FA from the date of receipt of your RTI request with
the first PIO - since there was a section 6.3 transfer involved.

If your first appeal is filed in time - just wait for 30 days till
the date of receipt on your FA - then start planning your 2nd
appeal.

If the FAA orders PIO to give infrmation, you get a second shot
at another First Appeal if you are not satisfied with information
actually supplied.
