The ongoing cold war between C'IC and IC(T) seems to be escalating. Its as bad as the leaks between RAW and IB.
The Tiwari camp (NGO RTI people close to him) has just leaked (ie. forwarded to some other groups) 2 of Mr Habibullah's decisions as conclusive evidence that "he has no brain" (this is the actual phrase they used in their email posted 2 days before the decision was on the CIC website).
