Dear Satishji

At present, IC(T) has many core/important PAs assigned to him.
His backlog is only rauuning at about 4 months - this means he
is a very efficient IC. Liek a machine gun, he can dispose of
appeals at the rate of 5 minutes each (and without resorting
to IC(A)'s hackneyed formula).

Only about 30% of IC(T)'s orders are posted to the website.

Members have been asking me to rate the various ICs. Now the
last time we did this there was an uproar and the CIC Registry
formally asked to know the empirical data we based on
ratings on. So this time we wont do it that way. Let me give
my assessment of IC(T)

PLUSSES:
1) IC AN Tiwari's knowledge of RTI Act is second to none.

2) IC(ANT) enjoys a very healthy respect in the bureaucracy
and within the CIC - far higher than Mr H's. Many CIC staff
want IC(T) as CIC instead of Mr.H. Like those who think that
Sardar Patel would have made a better PM than Nehru.

3) For a knowledgeable applicant facing off against an 
obstructive PA, you could not hope for a better IC than
IC(T) to order that information (as distinguished from
penalty) be given to you.

4) I cant recall the last time any of IC(T)'s orders
have been challenged in the High Court.

5) IC(T) cant stand NGOs and applicant fools.

6) When a PIO puts his back up he can singledhandedly (smile)
write the 2nd longest order of CIC to pillory him. PIOs come
very well prepared to appear before him.

7) If your appeal / complaint positively exposes systemic
deficiencies in babudom, IC(T) applies his mind to fix
the problem.

8) IC(T) detests vexatious applicants with a veangance.

9) IC(T) understands section 4 of the RTI Act to the n'th
degree. (Its a pity that nobody else at CIC challenges him)

10) IC(T) doesn't encourage the public / citizens to hang
about at his office - wasting everybodies time.

MINUSES:-

1) IC(T) comes across as arrogant and brusque.

2) IC(T) is perceived as being biased in favour of babudom

3) IC(T) passes most of his orders without hearing parties.
He also hardly ever publishes his orders to the web. 

4) IC(T) is unethical because his office is open to PIOs
and his babudom cronies who write up his decisions so that
he can play golf (or whatever it is he does in his spare
time). He has never pronounced orders in open proceedings
as required by Rule 8 (APR) despite the fact that he
notified these Rules as Secy DopT.

5) IC(T)'s staff are the 2nd cheapest to bribe at CIC. It
must be mentioned that this applies to 2 black sheep there,
the others are reputed to be impeccably honest.
