RTI_India was able to save "2 poor and innocent ladies" (CPIOs of
DoPT) from a fate worse than death. The villianous C'IC of India on
31.10.2008 had clearly conveyed his dishonourable intentions - that he
found their actions "malafide" and the only question remaining to be
decided was which of these poor ladies was to be ravished on 27.11.2008.

The chivalrous elder statesman of RTI - Shri O.P.Kapoor (an RTI
veteran famous for filing over 500 precisely drafted Responsible RTIs
which never caused him to darken the doors of the CIC) decided to
preserve the honour of these fair damsels. As I reported previously,

"From what I could discern, the matter (ie. the
continued publication of the impugned "file notings"
FAQ on DoPT website) extends even beyond Mr Mishra,
stemming as it does from direct instructions (and
consequent DoPT circulars not in public domain)
from the PMO (MoS Prithviraj Chavan's name was
mentioned) not to disclose "file notings" in RTI
(and we were always led to believe that they are
the "good guys" of RTI<smile>). The relevant files
have been called for by the Chief, and I think that
Mr.Mishra would be relieved at the duplicity
of the political class being exposed."

This may be compared to the actual order

integrity / accuracy of our reporting is evidently placed beyond
reproach by Shri WH's actual order.

We are also glad that the interference of the Political class
(incidentally I wrote my first computer virus - secretly - at this
MoS's facility in 1983/84) is emerging by our "Fourth party"
interventions (NB: It would actually be much simpler to concede that
we are 3rd parties) and is recorded in a CIC decision.

THE MOOT QUESTION IS: WHAT IS DoPT's section 4 DISCLOSURE WORTH IF
THESE SECRET CIRCULARS ARE NOT PUBLISHED IN PUBLIC DOMAIN FOR SUCH AN
IMPORTANT MATTER?
