CIC is advising CPIO, how particular information does not fall under their pervies. Mr Tiwari IC in my appeal against SEBI, teaching SEBI officials, how not to give information or transfer application, instead of collecting information from stock exchange. Although section 18 of RTI act says that if any citizen is not able to draft application for seeking information CIC should help citizen to get information, in practice ICs are acting quite opposite.
