Dear Vikram, I am aware of sec. 18 complaint route.
1) PIO > Complaint IC (CIC/SIC). 2) PIO > AA > IC. My experience with MSIC is that it prefers the route of PIO > AA > IC, decisions taken are arbitrary, and practically reverted back to AA for one more opportunity to provide the information. There is already pendency of applications at ICs. Why stand in a queue for some time at IC and then debate whether the case merits the complaint route, given the present circumstances, it is safer to do the additional grind of FA for 30/45 days and then queue up at IC. Of course if one is strongly convinced that the case merits complaint route it is always open.
