Even the APSIC does nto accept any Complaints under Sec 18. It always insists that the Complainant first exhaust the First Appeal under Sec 19(1) before approaching the SIC.
Recent decisions of IC SG also ask the Complainant to exhaust 19(1) before approaching CIC.
