IN Karnataka Complaints are accepted under sec 18(1) . The Scic has informed 
recently that from 1/4/09 all Complaints & appeals will be treated as Petitions 
only .
Since the Act allows the Complaint Mechanism in six circumstances , the 
interpretation that every Application which qualifies for the six circumstances 
do pass through the FAA .
To my mind Sec 18(1) has an very siginificant relevance and hence the Confers 
Powers to the Information Commission itself directly and not the FAA

Even the APSIC does nto accept any Complaints under Sec 18.
It always insists that the Complainant first exhaust the First Appeal under Sec 
19(1)
before approaching the SIC.

Recent decisions of IC SG also ask the Complainant to exhaust 19(1) before 
approaching CIC.

1) PIO > Complaint IC (CIC/SIC).

2) PIO > AA > IC.

My experience with MSIC is that it prefers the route of PIO > AA > IC, 
decisions taken are arbitrary, and practically reverted back to AA for one more 
opportunity to provide the information.
