Dear Madam,

This has reference to my request to Mr K M Chandrasekhar, Cabinet Secretary
to GOI New Delhi dated 26th January 2009. There has been no response even to
my reminders primarily because so called "honest" Dr Manmohan Singh Prime
Minister of India has no control over the corrupt bureaucracy and has done
nothing to make the bureaucracy to accountable to the citizens and hence the
bureaucracy is enjoying non-transparency & non-accountability.

On the top of it, the Prime Minister has given largesses of nearly 22
percent more salary to the bureaucracy than recommended by the Sixth Pay
Commission and the corrupt bureaucrats are going to be awarded with Prime
Minister award for the excellence in administration.

The corrupt elements sitting at PMO  has not even furnished the requested
information on my RTI application  despite more than  45 days against
permitted 30 days. What all has happened during this period is wrong,
arbitrary and unjustified transfers of RTI application.

You may like call Mr K M Chandrasekhar, Cabinet Secretary to GOI and seek
his explanation as to why he has not responded to my messages since 26th
January 2009 and why information on my RTI application of 1st March 2009
pertaining to ATR on communicating performance rating to the Govt / PSU
employees in terms of the Supreme Court judgment has not been furnished.

In the name of confidentiality without giving reasons for doing so, enough
crimes have been committed against humanity; enough deserving careers have
been spoiled; enough lives have been ruined and enough social injustice has
been done by abusing authority.

There is, therefore, a strong  need for implementing the Supreme Court
judgment forthwith. You may like to look into on priority in larger public
interest.
