FIRs despite being public documents are essentially liable for disclosure under RTI (also) *to the informant* (note this carefully). So is a conviction order of a competent court. However, disclosure of investigation proceedings, copy of information given to police for inquiry etc are specifically prohibited u/s 8(1) exemptions for RTI for the general public. In short, RTI queries for "criminal record" has to be *specific* in terms of existing documents which are disclosable in face of 8(1)(g), 8(1)(h), 8(1)(j) etc. Not an easy task - especially when there is no larger public interest manifest.
