Dear Ajay Is it really worth (to you filing this RTI ? Even after 30 days you will hardly get anything, then you may file a FA and get totally frustrated.
1) Don't use words like : Who, What, When, How etc. Strictly confine yourself to asking for "information" (as defined in RTI Act). 2) NCs are "lodged" and FIRs are "registered". It is always better to give a period (like from 01-01-2009 till 01-05-2009) instead of "last 3 months". 3) Ask for a copy of the First Information Report against the 11 accused. (It is unlikely to be given in view of 8(1)(g) and (8)(1)(h) - I hope you had read these exemptions carefully before filing your RTI because it is trivial for a PIO to argue that disclosing such information would endanger safety or life of SCIC/ICs) 4) Copy of FIR is not given to accused (officially) as per CrPC. Once the investigation is complete and charge sheet is filed, all documents are to be given to the accused to enable him to answer the charge. If these are bulky he is allowed inspection. (Its unfair, but India is still a Police State) 5) Section 4 disclosure is by the Public Authority to comply with and not for a PIO (unless he has been so directed). In my opinion you should focus on PROCEDURE mandated / being followed by Police in such cases, and whether it was strictly followed for these 11 accused.
