Dear Sir: This is a legal issue and CANNOT be taken before a consumer court .
You actually have several options : 1. File complaint under Sec 18 2. File RTI application before the CPIO of the SIC. (Recommended) 3. File WP in High Court - however you need a lawyer to draft and file the petition, arguments can be done by you 4. A complaint to the Governor ( for whatever it is worth ) .
