I still maintain RTI Application as a good method to obtain information on the status of disposal of orders . I have ysed it myself when I didnt get a response to my complaint under Sec 18 from the CIC. I field a RTI application before the CPIO of CIC (Mr Tarun Kumar) and within 1 week, I heard from the concerned officer who was sitting on the complaint .
