I think as you could not access the google doc, you failed to know the full
facts and perhaps that is why you have concluded what is stated at para-2. I am
now pasting extract of my application to clarify the issue..
SUBJECT MATTER of information
The
main function of the revenue department is collection of tax and
maintenance of land records. When Auraiya was not a district (but,
Tahsil) – old land records were kept at district head quarter then Etawah.
After
Auraiya became district as a natural corollary the land records were to
be retrieved from old district head quarter Etawah to new district
Auraiya. It has not been done. The result is harassment of the common
citizen who has no alternate but to depend on advocates and other
middlemen to obtain records through corrupt practices.
The benefit of Auraiya becoming district has not percolated to common man.
The
applicant was borne and brought up at Auraiya and now is based at
Vadodara, Gujarat. The applicant by earlier application dated 26/5/09
wanted information and certifiedI have asked for the following
information-copies of the agricultural land
records of his father.
Vide
letter dated 1/7/09 the PIO Tahsildar Office Auraiya has admitted that
the land records of the villages, mauje Samratpur & Gyanpur of the
requested period were not available at his (the office of Tahsildar)
under whose jurisdiction the information pertain.
Para-3(III): Details of requested information -
1. What is the minimum period (no of years) for which the land records
are to be maintained by the Tahsildar Office.
2. Provide me copy of latest Government Rules & Regulations in this
respect.
3. Name,
designation and contact telephone/mobile number of concerned official/s
that is/are responsible for maintenance of such records at the
Tahsildar Office.
4. What
disciplinary action is taken against such officials/s for the
dereliction of duty assigned? Provide me certified copies of relevant
documents like calling of explanation or charge sheet and reply thereof.
5. The
undersigned obtained & furnished copies of extract of
Khasra-Khatoni dated 27/2/2008. The records are available at the Office
of Collector Etawah.
1. What
action is taken to retrieve such old records from Etawah to Auraiya
Office? If no action is taken or not likely to taken then provide me
copies of relevant file noting in this matter.
2. Or, what arrangement is made with the Etawah office that the
required record is made available to an Auraiya applicant?
3. Or,
under what rule of regulation an applicant can be directed o obtain
required information from Etawah? Provide me copies of relevant rules
& regulation.
4. Or,
whether the authenticity of the extract of Khasra-Khatoni dated 27/2/08
was checked? If yes, then, were this document was found to be bogus or
fraudulent? If, no, then, the document aught to be certified and
the applicant could be provided the certified copy. Is there any rule
barring this proposition? Provide me a copy of the same.
6. What
action is taken to retrieve land records for the mandatory period?
Provide me copies of documents pertaining to this action along with
name and designation of the official that has been given this task.
7. How long time it may take – in days/weeks/months, when these records
would be available at the Office of the Tahsildar.
8. Whether
any other alternate arrangement is being made that the applicant get
the requested information vide his earlier application dated 26/5/09?
9. Provide me copies of documents, GRs in respect of issuance of
occupational certificate.
10. Provide me information about the right authority to whom an
application is made in this respect.
11.. Please
inform me whether the Office of the Tahsildar plays any role in
issuance of the occupation certificate of the owners and tillers of the
agricultural land.
Let us see what reply is given.
I am neither poor farmer nor a middleman but a management consultant -
basically a mettalurgical engineer form IIT Roorkee -1970 batch.
I do request you to kindly use a descent language - your talent is getting lost
due to your this shortcoming if I am permitted to express myself.

2) Are you a "poor farmer" or a "middleman"? (I only ask because your
message sets these 2 classes out as the affected persons")
3) Why is somebody from Vadodra (Gujarat) seeking land records of
Uttar Pradesh ?
