That is no typing mistake.
That just shows the level of understanding that some IC's have of the RTI Act.
That is why you see some CIC orders allowing transfer from one PIO to another
in the same PA.
I remember having seen one order even allowing 5 extra days while such a
transfer was made - can't recall now which IC, which PA or the order reference.

But instead here the regulation is talking about "transfer of
application under Section 5(4)"
