a) Management regulations have been 'notified' by "Chief Information Commissioner", and not by any collegium of the Central Commission. http://cic.gov.in/CIC-Notifications/CIC-Legal-2007-006-Amdt.pdf "In exercise of the powers conferred by Section 12(4) of the Right to Information Act, 2005 (Act 22 of 2005) and all other provisions in the Act enabling in this behalf, the Chief Information Commissioner hereby makes the following amendment in the Central Information Commission (Management) Regulations, 2007:-" b) After searching all minutes of meetings of CIC, I cannot locate any collective decision / resolution of CIC to approve the notification of these regulations. OTH in 2007 it is recorded in MOM that JS(S) shall put up "all comments" received on regulations at "next meeting". This was never done.
