Dear Sanjeev,

Am gratified that there are some new postings from our old and silent members.
The CIC Regulations have spread like a virus after the 1st Conclave of
Information Commissioners in 2007 (aka "trade union").

(Meghlaya is filled with lazy babus)

By reading such documents, one can easily spot where the CIC is on weak ground.
