Many thanks to Mr Sarbajit for highlighting this vital issue In my view, if 4(i)(b)(vii), ie. "the particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof;" is what CIC is justifying holding of this convention with, then it should be ENTRY FREE for everyone.
As Chief Information Commissioner is a member of RTI_India group he should certainly clarify if this convention is "open proceedings" or is only "open chamber".
