I had seven 2nd appeal hearings before SIC mumbai shri Suresh Joshi 
the order passed: "Decision to be taken" all over a year now, also
some complains u/s 18 over a year now,many tell me to put forth same to 
Governor C.J.Jamil , but i wonder if that will help, will Governor intervein or 
will he put it in the back Burner, what is the Governors Role in such a 
situation can he sack the SIC, your urgent advise would be much appreciated.

3 appeals i attended in May 2009 upto date order not passed by Suresh Joshi, 
his secretary tells me that it will be decided as there is some court matter? 

 3 orders passed by Ramanand Thiwari
penality of Rs 5000 x 3 = 15000,imposed, the PIO has not paid up, in fact he 
now claims that he was not the PIO but his junior was the PIO, his junior does 
not know to read and understand a english worded RTI application. where does 
the buck stop?

SIC;s are making a downright mockery of the RTI act?
after wasting so much of time and money is this what the applicant should get 
in return? if i demonstrate or go and confrunt Suresh Joshi surely he will call 
the Police and put me in on some false charges, this is his  way of operation. 
upto date no penality imposed on any PIO of Police force for not providing 
information or giving vague replies? its like you scratch my back and i'll 
scratch yours,today most PIO's are not scared of the RTI act 
as they know too well that they can get away some way or another.
what can a common man do? most just give up saying RTI bhakwas hai
