You have not spelled out specific nature of corruption in tendering.Irregularities can be of several types like improper publicity of tenders,imposing very high standards to keep strangers outside (but accepting single tender of their favourite firm),granting rate contract but not issuing any work for want of sanction(if unwanted firm gets qualfied).
So you should clearly specify exact nature of corruption faced by you.
