If you can not use RTL then
Wait WinCE 3.0
Try ChorusOS from SUN ( License for University )
Play with WinNT with RT extension ( perf are good enough ....
depending on you needs ).
or Buy one of the numerous other OS... ( at least a licence for
University )
Take care : development environment, application portfolio ... are also
hot topics!
