rtifconfig and rtroute reporting nothing until I start the system timer, then it works, include the ping to the localhost.

Yep, that means you are trying to start loopback twice. Furthermore, we never tested what happens when rt_loopback is provided to RT_DRIVER. Again, better try starting the loopback mode only manually - you may also create your own simple script for it.
