On Windoze, it may be called "Options" rather than "Preferences", it should be the same though since the IDE is all written in Java. On the Mac, the "Preferences" choice appears on the application menu; often on Windows apps it appears on the "Edit" menu. If it is "Options" it may appear on the "Tools" menu, but somewhere there is a menu choice which allows you to modify the configuration. That is where "Startup Settings" will be.
