There is a Etag for this document .   What about using VCDIFF to
shrink the size?  RFC3284.  Ruby's http module doesn't support that
out of the box.  To get that into http see RFC3229. 

I can see evidence for discussion of RFC3229, but nothing from
Apache saying they finally decided to support it.  One non-apache
source says 2.2 does this.
