I didn't try to blame somebody, I tried to make you you to notice the fact that discussion of the old patch stopped 1.5 years ago. For these years nobody attended to fix it and it's author abandoned it. I can't see why this situation would change one day (who needs customizable tab delimeters? :) ).
On the other hand, merely the existence of this patch blocks other patches, freezing the whole tabbar extension (or maybe some part of it, I not sure). So my solution: forget about it. Regarding the documentation, it's so simple that doesn't need to be documented in code.
