One could argue since (i) changing default behaviour of an application
is not something nice to do to users, (ii) hiding tab-bar also hides
[NEW] button (which I find useless but someone may use) and (iii) hiding
tab-bar makes the terminal window resize which may be undesired
behaviour for some users.  Bottom line, personally I don't see the need
for making it the default as long as it's configurable.

Depending on how you use your environment you could use different
configurations for different urxvt windows (that's what I'm doing).

Nonetheless, last time anyone tried there was no way of merging any
changes to tabbed.
