Uhm, no, nothing like that is actualyl written there (read it or point out
where this should be written).
If a window manager wishes to camouflage as mwm (by supporting it's
protocols), then of course it has to set those properties.
In fact, if anything, then this is what the passage you quoted hints at:
if you support the additional protocols, set _MOTIF_WM_INFO.

The function only exists in the motif libraries - rxvt/urxvt duplicate

If you don't want borderless operation, then don't use the borderless
option to urxvt.
