Don't argue semantics here - emacs is asking for aery visible cursor, and
urxvt and basically all other temrinals that support this implement this by
blinking, which (as hopefully nobody disagrees) makes the cursor very
visible.

You think wrong, because you assume that urxvt can somehow magically read
your thoughts and somehow "know" that your emacs configuration should be
ignored, while your resources shouldn't. urxvt simply follows both, it
makes the cursor not blink, unless emacs requests it.
Urxvt cannot possibly distinguish between "user can't configure emacs to
his or her likings" and "user wants cursor blinking and selects the
appropriate configuration for his/her editor".

And you can, in multiple ways as you already found out, so I assume all is

It seems you think that terminfo somehow is not "configuration", but
clearly it is. In fact, that config file comes with urxvt.
