Yes, it really is.  And especially you can simply do set, switch
your account and know the account-specific things have been
cleaned away.  But it never was anything else but a hack, it
doesn't cover alternates, shortcuts, command ghosts, add what you
like, but only variables.  TeX and roff have been better than that
decades ago, by simply taking the entire state into an environment
that is implicitly carried along, or that can be switched
explicitly, respectively.  And if you switch back, you are back to
were you left it.  That's how it should be.  But it shouldn't
become too bloated, too, we're mailx in the end...
