Hi Roy,

Having served many years on local school boards there are times when an 
executive session is in order but that mostly applied to privacy issues with 
a student or teacher and no vote could be taken in these sessions. There 
could even be a reporter in the meeting to keep you honest but they could 
not report on any thing going on in that meeting.
In the case of the BOT, I wonder if a "meeting in public" but not a "public 
meeting" would be a better option.  There is a time when the BOT needs to 
deliberate on and hear what the committees are doing but reserve judgment or 
maybe even a vote until the "public meeting".
The public meeting is then held as it has been in the past giving all who 
want to the opportunity to hear and make comments as appropriate.
Just a thought as I have been through this many times.
