A local hobby shop owner alerted me to that many years ago.
A customer didn't know UPS's 'policy' and ordered a couple of inexpensive
HO freight cars from the US. But when they came in, he got dinged with a
C$50 import charge. So his $20 purchase was now $70. he was not amused.
The trick is to have the seller add "Clear Own" to the label. So when it comes
in,
you get notice of its arrival and you go to customs yourself to clear it.
Here it
involved going to the customs office and learning how to use their computer.
On the US side I don't know what it may be or if it's possible.
What I have learned is to have the item shipped USPS if at all possible.
Through
the post office I get charged only C$5 - nothing if it clears free - and it's
delivered
to the local outlet at the drugstore a few blcoks away.
I heard a rumour that FEDEX or Purolator don't charge that fee, but it's
unconfirmed.
