I have heard of some O scale layouts using cork with "core board" (the foam 
board stuff that goes on the exterior of houses underneath the siding - I can't 
remember the technical or actual name) underneath the track/benchwork (on the 
bottom of everything).  The couple of layouts I read about used this to cut 
down on Homosote use and they claimed this was as "sound-proof" as using 
Homosote.  Supposedly this cuts down on the sound.  I haven't tried it myself 
but am looking at possibly using it.  I know this isn't quite what you were 
asking about, but thought it might help.

Are you using table-top, risers, or what method of benchwork?  That might make 
a difference in the noise level as well.
