Cork alone is fairly quiet.  However, we learned from our modular layout
with code 148 over cork that ballast glued down with Elmer's glue created a
noisy reverberation when trains ran over more than low speed.  Fix is
supposed to be to glue down ballast with matte medium, which would be
expensive but stays flexible.
