It would seem to me that the most useful definition
would cover operational limitations only, without
getting subjective about other elements. Therefore:
"AF" or "Flyer" layouts use orignal Flyer track and
turnout standards which limit operations to compatible
wheel standards and also limit use of some longer
equipment (80 ft cars) even if equiped with compatible
wheels.
"Hi-rail" layouts use track that will accomidate AF
wheel standards, generally with broader curves and
turnouts that can handle longer cars. The track may or
may not be designed to handle scale (NMRA/NASG)
equipment as well.
"Scale" layouts use track and wheel sets designed to
NASG standards. "AF" and compatible equipment will not
operate. A subset or additonal catagory would be P64
layouts.
Couplers would fall into almost the same catagory as
operating ascessories or scenic details, that is an
additional compatibility feature not covered in the
basic definition. You could build a scale layout yet
choose to use AF couplers and operating asscessories
(not sure anyone would), but that is not
fundimentally different from a scale layout with
Sargent couplers that can't use Kadee 802 equipment or
an AF layout with all hook couplers that can't run AF
nuckles without a special car.
I suppose subjectively people could be disappointed to
show up at a "scale" layout and find it using Lifelike
grass mats and Plasticville buildings for scenery, but
that's really no worse than the "Plywood Pacific" many
of us opearate at least for a while. Trying to tie in
subjective elements makes it impossible to stick to
three catagories because there are so many variables,
and differences of degree rather than clear
seperations provided by wheel and track standards.
