Many years ago, a friend put the idea of "scale ballast" into perspective for 
me this way: 
Since a piece of railroad ballast can usually be held easily in one hand, would 
a piece of 
whatever model ballast put before us be able to be held easily in the hand of a 
scale figure 
of the scale in which we're working??

This is why I've always preferrd ballast to be "one scale smaller" than the 
scale I'm working 
in: ie: N scale ballast for HO, HO ballast for S, etc. 

Thus, this can be another example of where modeling media designed for HO is 
perfect 
for S scale.
