More specifically Mark stated two facts: Jim Six is building a layout (with the support of a yahoo group).
Some members of the S Scale list are also on the Jm Six group. Dave deduced from that combination that the layout is S, but Mark has previously mentioned this layout and the fact that it is actually HO. Many S Scalers have friends in other scales, some even dabble in other scales themselves (IIRC, Dave still does some 1/48 scale).
