Sounds like Tom's turnouts meet some NASG standards! Having 20+ years experience trying to run both hirail and scale, I don't believe that scale equipment will run reliably without guard rails gauged to pull the scale flanges away from the frog point. This rules out guard rails that are large enough for hirail flanges.
In my opinion, the only turnout that will run both hirail and scale has a movable frog point. O Gaugers discovered this years ago. SHS is the only S supplier that makes such a turnout. His claim should be understood to refer to the basic gauge, rail to rail, dimension. Whether they do actually conform in that respect is another question.
