George, I have had good luck adhering foam of all kinds with the glue from the Hot Wire Foam Factory www.hotwirefoamfactory.com.
Called Foam Fusion #028-19 and comes in two sizes. I have not tried it specifically with luan, but it works with all kinds of foam, ply, wood and plastic if the surface is roughed up. Some of the bonds are more than two years old and hold as new. This is not like Elmer's, etc., typical white glue. I don't know what they make it with, but it has the darndest holding properties I have ever seen. I originally tried it because my hot wire tools will cut through it easily, while they won't cut through other glues.
