George,

My recommendation would be to use a different adhesive, specifically a
water-based contact adhesive.  There are several available.  Part of
your problem is that the blue foamboard is impervious to vapors, and
the large surface area does not allow the vapors (either solvent or
water) to escape for a good bond.  Using contact adhesive allows the
majority of vapors to evaporate before placing the materials together,
and you get a good bond almost instantly.
