I had tried the Kalmbach index, but I searched on "Titman, Frank" and found only 12 articles, this was not among them. Turns out you need to search on "Titman, Frank R." to find 28 MORE articles. I should now be able to find the issue among the many S Gaugians in the in my collection. I have looked through quite a number of S magazines in my searching for this article, including S Gaugian. Without actually compiling a count, I would have to say that there is at LEAST as much scale content in the typical issue of S Gaugian as in the recent Dispatches or the classic S Gauge Heralds. The aggregate S scale content over the many years of production probably exceeds the total scale content of "S 3/16ths Scale", "S/Sn3 Modelers Guide" and its current incarnation as "1/64 Modelers Guide" and all the Heralds combined. My point being, we as scalers tend to give Heimberger and the S Gaugian a bum rap. Thanks again for your help.
