As long as organic material (such as coffee grounds) is kept dry there should be no bacterial growth. The late Don Riley used coffee grounds on his layout without any preservatives. As I recall he painted the roadbed, sprinkled the coffee grounds over the still wet paint and after it dried, sprayed it with dull lacquer and polished the rails. Looked pretty good.
