Norman and all, I generally agree that Gary Hoover's technique is a good approach to building roads except for the sanding which will get that fine dust everywhere. To keep sanding to a minimum use a wet sponge to smooth out the drywall while it is slightly wet. That way you can do the shaping of the roadway before any finish sanding is to be done, (if at all). Hence less dust!
Incidentally when building street trackage I spike the rails directly to homosote, (no ties), then build up the drywall to rail height. The flangeways can be cleaned out with an old track gauge while the drywall is still slightly wet.
